In accordance with the principle of “precise prevention and control, precise policy”, this revision continuously optimizes and improves the classification standards and prevention and control measures of flights with different epidemic prevention risks, increases the requirements of epidemic prevention risk classification and prevention and control of freight flights, refines the on-board prevention and control measures, optimizes the unit isolation scheme and improves the psychological care measures of units during the isolation period, and increases the individual protection requirements of freight-related personnel and inspectors. According to the transport airport, increase the transshipment of imported goods and improve the closed-loop management workflow of inbound passengers and crew.

The Guide puts forward specific epidemic prevention measures for the transportation, loading, unloading and transshipment of imported goods, such as ensuring the protection of relevant personnel in place, fixing relevant ground personnel and operating sites, production equipment and personnel rest areas, and carrying out real-name registration and health monitoring for ground personnel who are in direct contact with imported goods; In the process of cargo transportation, loading and unloading, ensure that imported goods do not mix with other goods and do not intersect with each other, so as to minimize the cross risk and infection risk.
