Guangzhou upgraded the epidemic prevention and control measures: all foreign entrants concentrated quarantine 21 days

In the early morning of September 25, the Guangzhou COVID-19 Epidemic Prevention and Control Command issued a notice (No. 26) on the implementation of upgrading measures for the prevention and control of the epidemic at the 130th China Import and Export Fair. The full text is as follows.

The 130th China Import and Export Fair (hereinafter collectively referred to as Canton Fair) will be held in Guangzhou in October, in order to ensure the smooth holding of this Canton Fair, it was decided that the following new crown epidemic prevention and control upgrading measures will be implemented from now until October 20.

First, strengthen the health management of inbound personnel. Strengthen the closed-loop management of inbound personnel, point-to-point seamless. From now until October 20, the quarantine policy for all foreign arrivals (those whose destination is Guangzhou) will be adjusted from “14 days of centralized quarantine + 7 days of home quarantine” to “21 days of centralized quarantine”, and the frequency of nucleic acid sampling and testing will be adjusted to 1, 2, 3, 7, 14, 17, 19, 21 days; the establishment of rapid transfer mechanism, inbound personnel returned to Guangzhou after 14 days of centralized isolation in the city, all closed-loop transfer to the hotel centralized isolation 7 days. From October 21 onwards to resume the original inbound personnel isolation policy, to October 20 in the city has completed 14 days of centralized isolation, less than 21 days, or 14 days of centralized isolation in the city after returning to Guangzhou centralized isolation less than 7 days, and with home isolation conditions, can be transferred to home isolation, home isolation to 21 days after entry.

Second, to strengthen the (return) to Guangzhou personnel control. To a high-risk areas of the history of residence to (return) Guangzhou personnel to implement the “centralized quarantine 14 days” (time from the time of departure from the prefecture-level city), in 1, 4, 7, 10, 14 days to carry out nucleic acid testing, the 14th day of double testing. For those who have a history of residing in the district (county) where the medium and high risk is located, “home isolation for 14 days” is implemented (the time is counted from the time they leave the prefecture-level city), and nucleic acid testing is conducted on days 1, 4, 7 and 14, and double testing is conducted on day 14. For those who have a history of residing in the prefecture-level cities with positive local cases, they are given a yellow code, “two tests for three days” (24-hour interval) and 14 days of home health monitoring (time is counted from the time they leave the prefecture-level cities with positive local cases), and a nucleic acid test is done on the 7th and 14th day respectively. For people coming to Guangzhou from other provinces where the outbreak has occurred, in addition to the “four ones” (issuing a health notification letter, conducting a health inquiry, checking a health code, and conducting a nucleic acid test), 14 days of self-health monitoring will be added. If there is a local epidemic in other cities in China and the risk of spillover is assessed, “two stations and one” nucleic acid testing measures will be implemented.

Raise the standard of prevention and control in hotels and apartments. Do personal protection, personnel with one of the ten symptoms of the new crown must not engage in hospitality services. Implement daily monitoring of the health status of people in accommodation places, strictly implement temperature testing, health code checking and communication with big data trip card management, and implement a daily “zero report” system for people with fever.

4. Strictly guard the gates of foreign epidemic importation at the airport. Strictly implement hard isolation measures for terminal building zoning management, point-to-point transfer of inbound personnel from the “cabin door” to the “centralized isolation hotel door” in place, strengthen garbage collection, storage, transfer and harmless disposal checks for inbound flights, and increase sampling and testing of inbound cargo. The frequency of preventive disinfection, especially the crew, ground cleaning, etc. should be supervised and checked in place.

Fifth, strengthen the prevention and control of closed and semi-closed places. Do a good job of cleaning, ventilation, disinfection of public areas, the entrance to arrange a person responsible for health code check, entry sweep pass code, temperature measurement and remind to wear a mask, equipped with the necessary epidemic prevention materials. Strengthen the epidemic prevention and control work in the city’s mahjong parlors, movie theaters, amusement halls, Internet cafes and gymnasiums, supermarkets, swimming pools and other closed and semi-closed places where people gather, and the above places must strictly implement preventive and control measures such as personnel scanning code temperature measurement, crowd control, place cleaning and ventilation disinfection, and staff health management.

Sixth, strengthen the management of public transportation. The city’s subway, buses, cabs, online cars, exhibition vehicles and other public transportation, the health code must be checked, temperature must be measured, and masks must be worn by the passengers. Increase the frequency of cleaning and disinfection of public transportation and transportation stations, more than 2 times a day. Net car and cab drivers do daily temperature monitoring. Drivers with fever and other respiratory symptoms must immediately stop working and conduct nucleic acid screening for the new coronavirus. Wear masks throughout the work period for good personal health protection.

Seven, control the number of people in the exhibition hall. Strictly control the flow and density of people in the Canton Fair exhibition halls, control the instantaneous flow of people in the exhibition area, exhibition halls and booths through time-sharing, staggering, reservation and restriction of flow, etc. The instantaneous flow of people in the venues shall not exceed 50% of the maximum carrying capacity of the venues. Gathering should be avoided when nucleic acid sampling is conducted at the temporary nucleic acid testing site of the venue. All exhibitors and attendees should do daily health monitoring and check 48-hour negative nucleic acid vouchers each time they enter the pavilion.
